suffered from the calamities referred to above and from the restriction of European credit, in consequence of which I am informed that the subsidy to Peking is in abeyance, Of the national internal loan the sum of 1,500,000 dollars has been allotted as the share of hantung, and great efforts are being made to raise this sum, with what result it is still too early to say.

This budget shows large reductions, especially in the figures for aducation, but this to a large extent represents economies in administration,
Commercial Summary.
The crops in Shantung this year were expected to be the largest on record, but, unfortunately, much damage was done by the floods in the south of the province and by violent storms in the east. However, wherever the crop was gathered in it was a bumper one.
Owing to the closing of the European markets the export trade of the province is practically at a standstill. Imports are still doing fairly well except in the south, where there have been disastrous floods, and in the whole district east of Wei-hsien, where all trade has ceased owing to the war.
Movements of Chinese Officials.
The former Tsinan Taotai, Hsia Chi-chuan, a native of Shantung, was replaced on the 3rd July by Chu Fei, Mr. Hsia was offered a post in Honan, but preferred to retire into private life.
A swarm of deputies from Peking have flocked to Tsinan during the quarter. Some were sent by the President, sone by the Wai-chiao Pu, and some by the Board of Communications. They all had different instructions, were all jealous of each other, and only agreed in failing to serve any useful purpose whatever. It was quite impossible to keep track of them.
